You're seeing normal gameplay because the mod files are being saved correctly to the specified Steam folder. The issue might be related to how you're installing or managing the mods, or perhaps a compatibility problem with your system settings. Check if the mods are properly installed and verify that your installation directory is accessible.

Place the necessary files containing GTAV.exe in a folder, then install an ASI Loader from http://www.dev-c.com/gtav/scripthookv/. Include dinput8.dll and ScriptHookV into your GTA V directory.

RageHook isn't essential for most modifications, particularly not for simple ones like a trainer. Only more complex mods, such as LSPD:FR, require it.
