Sorry, but the pump tends to be a bit louder than tower coolers during light loads, particularly those models without PWM support.

Again, you're not assisting the OP in choosing a suitable AIO over numerous noisy fans. Review the noise charts for AIOs by GN and you'll notice an AIO isn't significantly louder than fans, and in most scenarios it's half the noise level—40 to 45 dB is hardly noticeable when the room with audio is typically above 55 dB in real life.
The key point is that a properly sized AIO remains quiet compared to case fans, and under load you won't even hear it due to the background noise of the game you're playing!

I own a Deepcool LQ360 II AIO, it has three noisy fans at speeds over 50%, and sometimes I hear the pump's bubbling sounds during light loads. After replacing the fans with better ones, the noise was reduced but cooling performance didn't improve on my 9950x3d. The original fan in this AIO is extremely poor. Switching to a Coolmaster H612A made everything quieter. Maybe I should consider a better model when choosing an AIO next time. Any recommendations?

Yeah... you get what you pay for, and don't orient it wrong or you'll mess up the pump. The unit I have is amazing.

The Gigabyte waterforce 2 stands out as one of the top choices for performance, though it comes with a higher price around 200 dollars.

You should know that only a limited portion of the AIO's capacity can be used due to its dimensions and compatibility. Have you checked the available space on your motherboard in a Fractal Terra Jade? There were two units that would fit without needing to remove material from the side—one could be inserted if a hole was cut. I did cut a hole (it’s actually square). This is the highest temperature the GPU has ever reached during stress testing with the Heaven benchmark, which uses 4K resolution. The main idea from my original comment remains valid: an AIO will be significantly quieter than a full case of fans and still deliver comparable or improved performance for what the user desires—a quiet computer!

It's unnecessary to use an AIO for that CPU. A good dual tower cooler works well.
