The system is not starting properly, but the motherboard is already active. When you insert the CPU and power it on, it turns on and displays a flash message.

If the motherboard is brand new, issues may arise since something could be faulty. I experienced this firsthand, and it was the only explanation others gave me.

the motherboard and cpu are new, and you bought them new. when it powers on without the cpu, it seems like just the fans and the led lights are active. i haven’t seen any motherboards that come with no cpu, but i mostly work with server gear now. remove everything except the cpu, motherboard, and one ram stick to test. check if it boots. you mentioned @191x7, we need to know the full specs of the system—especially the psi power supply wattage.
