I can't turn off the drive manually since it's a laptop, and I'd have to break the case to do so.

To restart, press power off and then power on by hitting F8, F10, F11, or F12. When prompted, select the USB drive.

In the system I can only see the boot device ranking... Even when USB is placed first, it still starts from another drive.

Instead of using Windows, connect the USB drive and select the installation option that works best. When prompted for the drive, clear all partitions and avoid creating new ones. The Windows installer will manage everything afterward.
