I connected every cable and powered up, expecting fans to activate. Instead of noise, there was nothing. The PSU is on and connected. Do you require fans to rotate? If not, could the problem lie with the motherboard?

Not always! You can cut the 24-pin cable to activate the PSU, fans, and cooler without a motherboard. This also helps with loop maintenance, for instance.

The PD you mentioned isn't related to what he's talking about. He was asking if a CPU should be in the motherboard exactly as he said.
