I refreshed the GPU drivers and then the power cut off, after which Windows stopped responding. I can move my mouse but everything else is unresponsive. Keyboard shortcuts aren't functioning.

No, pressing Ctrl+Shift+Esc opens the Task Manager. Ctrl+Alt+Del functions differently depending on the operating system.

Press the power button for 10 seconds (or until the machine shuts down), then restart it. (Tip: Use this if your issue is fixed)

When you start up on the desktop, it stops responding immediately. Follow these steps to enter safe mode and try the driver installer again: https://support.microsoft.com/en-us/wind...e5e56fe234. Also, note that the keyboard functions properly in BIOS.

I launched it in safe mode, everything functions properly then examined my graphics driver—it's okay but the problem remains.

I discovered the newest GPU drivers and downloaded the beta versions, they function properly and Windows operates correctly. Thank you!
