Your Windows 8.1 and CPU-Z aren't recognizing your overclocked CPU.
a month ago i increased my g3258 to 4.2gHz and it handled stress tests well without any "bsod," it was detected running at 4.199gHz in cpu-z and task manager in windows 8.1
last night i installed a new copy of windows 8.1 on my system because it had too many unnecessary files like drivers from my previous build, i looked at the performance tab in task manager and saw my cpu running at stock speed, then cpu-z showed it was at 3.199gHz (stock)
i checked my bios settings and it's still set to overclock at 4.2gHz in the bios
Maurice97 asked for a screenshot of CPU-Z during benchmarking to check BCLK and multiplier values. He also wants to try single-threaded tests to compare clock speeds. He mentioned using the link provided and noted that everything seems normal, though he was surprised RealTemp didn't affect temperatures despite being a monitoring tool. He praised CPU-Z for reliability but pointed out it doesn't show temperatures.
The CPU was in a semi-idle state when you checked with CPU-Z, but it hasn't changed much. The Windows version always shows the stock speed, no matter how much you overclock. After running another stress test, it still stayed at 3.2GHz. Should I reset the BIOS and re-OC the CPU?
Can I share a screenshot of CPU-Z during benchmarking? I'm curious about your BCLK and multiplier values. Also, consider running a single-threaded test to observe the clock speeds. http://www.cpuid.com/softwares/cpu-z.html

You can find more info at http://www.cpuid.com/softwares/cpu-z.html. I solved that issue myself. Someone mentioned disabling "Disable Turbo" in RealTemp settings helped, which worked for me even though my CPU doesn't have turbo boost. It seems unrelated to my setup but effective. Thanks! 😀
