Did you disconnect the power cord to stop the device? Press the power button...? Remove all non-essential components, such as external drives.

I removed the power cable from the system and attempted to enter recovery mode, but the same problem persisted.

I’ve discovered that the optimal method is to keep everything at their default configurations. Restart then update the system and restart again. Make one change at a time between reboots. It will be slower, but this approach helps you pinpoint issues more clearly and simplifies troubleshooting.
