I think the tool you're using is the Project Wizard, providing a template anyway. In your project, press Alt + Enter to open Project Video Properties. Adjust the Field Order to Progressive and set the Frame Rate to 59.94. After saving these changes, export the video. When rendering or saving, choose "Save as Type" and pick Sony AVC. Under Template, confirm your new template is selected. Before finalizing, ensure your bitrate isn't too high—click Custom, verify all settings, and tweak it if needed. As shown in my previous post, I use 6000kbps (6Mbps) for uploads to YouTube.

For 1080p the recommended bitrate is around 16MB/s and a frame rate of 30fps works well with 60i, which splits 30 frames per second into two parts.
