The reading seems a bit inconsistent. However, your help was really valuable. It appears the output drops when idle unless the mouse is moved, then it returns to normal levels. Thanks again!

@.Apex. Update: Identified the reason behind the VCore dropping low. I used an AMD card and swapped my PSU for a Cooler Master model, but when the PC was off I heard a noise from the case—like "bzzzzz." After researching, I recalled changing something but not resetting the C-State after selling my AMD card and returning the faulty PSU. This might explain the low VCore performance! Thanks for all the help! Appreciate it! EDIT 2: Now it drops to 0.976 and stays that way... also noticed all my cores sleeping during idle, likely due to the C-State issue.
