Another thing to monitor is system RAM consumption. 16GB may be insufficient for recent titles, though it should work at 1080p. If your system reaches its memory limit and switches to the paging file, games can stutter unexpectedly. This situation also occurs when VRAM runs out—especially if the game intentionally uses system RAM, then the system falls back to the paging file. RAM is much faster than system RAM or the paging file, even on solid-state drives, which are slower.

I recommend following suggestions from others: lower graphics settings and observe if the problem continues. Check your GPU and CPU usage during stutters; a spike in CPU with dropping GPU activity likely points to the CPU being the bottleneck. It could be a mix of memory and processor issues. Unfortunately, I haven’t tried Alan Wake 2 or the other game you mentioned, but I’m aware that AW2 has known PC compatibility problems.

At just 1080p resolution, it’s clearly limiting your performance. It doesn’t go fast enough to let your new 7800xt shine.
