Overclocking isn't possible on B series Intel boards. Some performance might be limited because of insufficient power supply, but the system won't fail.

Would I still reduce performance slightly? I set up my system mostly for Minecraft, with Discord and Opera running alongside it.

It should function, though it uses a significant amount of power—about 9900K—especially when running at normal speeds. Given your situation, it might not be worth the effort unless you need better performance.
