Here are six possible reasons behind this behavior:
- Broken USB port like a keyboard or mouse
- NVMe drive or GPU having problems
- GSync/FreeSync module in the monitor malfunctioning
- Strange power-related issue
- Windows reinstallation not completed after switching from Intel to AMD
- Missing AMD chipset driver installation
The situation is getting more complex. If you were able to reproduce a stutter outside a game, it would have been helpful to see the whole system react similarly, possibly indicating another issue. Without the sound stutter, that made me doubt the connection. I had a Zotac board with a bad NIC before; any data through it would cause the whole setup to freeze. Turning it off in BIOS and swapping in a PCIe NIC resolved the problem instantly. After reviewing the discussions, the only changes so far are the GPU and power supply unit. Both could be contributing factors. Have you tested the system with minimal components—just RAM and an SSD/SSD NVMe drive?
Also, a single screen. I just spotted you are running a multi-monitor setup.
