I had two Steam accounts and used Family Sharing to play the games I bought with my old account on my new one. I wanted to tidy up my Steam library and repurchase games, so I removed everything from my old account, but they kept appearing after I closed and reopened Steam.

They remain visible since the Steam Family Sharing connection hasn’t been removed between the accounts, and the games stay linked to the older account’s ownership.

Steam -> Settings -> Family - > remove the checkbox for the other account (make sure to do this for both accounts to ensure they don’t remember each other).
