An i3 works well in GTA IV since its performance isn’t heavily affected by CPU power, and the ports were originally from weaker systems.
You can start it with all settings turned down. Just don’t anticipate smoother than 30 frames per second online. In single-player mode you might manage at around 30fps. The game is great on consoles, and we’re excited about the PC version, but your machine seems low-powered. I’d suggest getting the game for free first and buying it if it runs well.
