It should work fine with your 1080p setup. A 1070 or 980 Ti would likely suffice for Fallout at 1440p with 60 fps, as the performance isn’t too heavy. The main issues are probably due to driver configuration rather than the graphics card itself.
Expect performance above the 80-90 or 100 fps range on average... A 1080p card won’t handle a fully loaded Fallout 4 at 1440p smoothly. Even at 4K, you’re likely to see frame rates in the 60-70 range.
It's Bethesda. Fallout 3 isn't great, but I really enjoy the game, even when it's not running at 60 frames per second most of the time.
Beyond urban centers, it's fine. If you're within a city zone or close to the Corvega building... stay safe.
