I've been running this 3600 for almost 18 months and tried adjusting things to get PBO working, but it consistently stays at 4.2Ghz. That seems unusual—shouldn't it reflect a faster core? Also, quick question: with your new 3070, would it be worth pushing your 3200 RAM to 3600 for an Infinity Fabric speed of 1800? How much time and effort would that take? In your opinion, is it worth it? Thanks for any help. Also, Ryzen Master is now active again, so I can share updates if needed.

This largely depends on the adjustments you've made. When using a strong strategy, pinning all cores can be noticeable even when idle. Setting the CPU multiplier to a high value like 42x also provides accurate results. It's only beneficial if you can achieve significant improvements—such as a 5% or higher boost in overall performance, including gaming FPS and benchmark scores.
