Enable XMP settings, press f10 to confirm and close the BIOS, then upon restart it must indicate 3200 accurately.

That resolved the issue. I enabled XMP, saved the settings, and changed the frequency from 2133Mhz to 3200Mhz after reboot. Seems like an overclock, though—I don’t really understand it.
