You're likely using just one processor at 4.5 GHz while the remaining components run much slower. It's unlikely you're utilizing all cores simultaneously.

In the Core Temp Program, all cores performed at 100% during the stress test, but the 4.5 GHz temperatures in the screenshot are what I’m worried about.

It works well as a chip, but I’m puzzled about how it runs at 75 degrees on Aida64 using just 1.13V.

It's probably just one main core, with around 3.8 GHz, and 100% usage means each core is operating at full capacity, not necessarily all CPU cores running at 4.5 GHz.
