Hello! Your dynamic public IP changes regularly, usually whenever you restart your router or switch networks. It’s not limited to just a restart.
Relies fully on the ISP. My updates happen only after I turn off the router for a week or alter the MAC address and restart it because they link the IP to the WAN MAC. Different providers assign a fresh IP each time I reboot, it varies.
