It seems a Windows service is running in the background consuming CPU resources. Look into the Task Manager, focus on the CPU tab, and see which process is using the most processing power.

The game runs at 60-80% load, Discord at 10%, and Windows takes the remaining time. Sometimes a tool named "Runtime Service" consumes about 30% CPU.

Consider upgrading your Core i5 2500K if possible. It’s quite outdated, but a new one could work well.
