I worked with these specs: 2080m ultra, AMD Ryzen 3700x at 3600MHz, and 16GB RAM. The situation started when I adjusted the auto overclocking settings in Ryzen Master to normal. After changing it, my game performance dropped significantly at 1440p max from 160 to 110-130 FPS. I reverted the overclocking, which improved things slightly (130-140 FPS), but it wasn’t enough. Now it runs smoother at 130-140 FPS, though it was better before. My overall 3Dmark score is 11,304, GPU 11,631, and CPU 9,753. After the changes, my 3Dmark score dropped to 10,911, GPU to 11,443, and CPU to 8,368—suggesting the CPU might be the problem. XMP is enabled. Let me know what you think.

I don't have access to real-time information about your monitor's refresh rate. You can check it by looking at the settings menu on your device or using manufacturer-specific tools.
If I mentioned 60 or 120 I’d be suggesting whether we should proceed or not, but it looks like you’ll notice a change. Does Ryzen Master include a reset feature? You can look in your BIOS to see if any settings are stuck. As BlueScope819 mentioned, you can also reset the BIOS. If the GPU clock was impacted, you might reset that too or manually restore an overclock.
Over the years I've realized the importance of not forcing things without understanding them. I've also gotten used to having backup installations of my operating system, just in case something goes wrong while making changes. :3
