While playing games, my CPU stays around 40-60% usage. I’m not seeing the highest possible frame rate, even though I know my frame cap isn’t being reached. I’ve overclocked the CPU and updated the chipset drivers, but it’s still not working. This is really annoying.

What equipment are you using? Since your GPU might be limiting performance, your CPU could be the bottleneck.

It's odd since that pairing works well, so there shouldn’t be a bottleneck. The only possibilities seem to be thermal throttling or games that don’t heavily rely on CPU power—otherwise I’m not sure.

Adjust the NVIDIA control panel to the Performance mode. The frame rate limits appear in the lower corner of the screen and within the game, ensuring consistency.
