If the only fan in your case is an exhaust right next to the CPU, no wonder it overheats. The cooler's fan is choked for air. Until you can get some new fans, move that fan from the rear to the front or bottom and have it set up as an intake.

It seems the thermal paste has become hard and dried out. Take out the CPU heatsink and put on fresh thermal paste, plus wipe the heatsink clean of any debris or dust. This should lower the temperatures effectively.
