Sure, but make sure you have at least one or two cores running at the highest frequency. That’s definitely achievable, especially with the thermal allowance you mentioned. It sounds like a typical situation I’ve encountered with older processors—everywhere. Regarding the temperatures reported by HWMonitor, all the tools I’ve used give consistent readings, so there’s no cause for concern.

Cold environment? That's just background noise. It was a while since then. Now Intel relies on a boost system that mainly activates one or two cores for the main thread, while the rest manages tasks in the background.
