It’s unlikely to cause a bottleneck; the GTX 970 handles high-end GPUs well and won’t be limited by a 4.6 GHz Core i5.

He seems unsure of himself because he answered a straightforward question. It’s possible he turned on DSR accidentally by adjusting the cp settings and then reduced his FPS significantly.

They didn’t appear to understand the process either. The game’s resolution was set in the settings. I suspect the person would know what resolution it’s using, and even if DSR is the issue, turning it off wouldn’t help. Plus, if DSR is the problem, it suggests a GPU limitation, so adjusting settings should make a difference. Still, it doesn’t work as expected.
