It was functioning well until recently, but performance dropped significantly—especially in games like GTA 5 where FPS fell from around 80 to 40-50, while CPU usage spiked. After a recent clean installation, the problem persists. All drivers and Windows updates are current. What could be causing this? What steps should you take next?

What operating system and drivers are installed? For games requiring DX11, Windows 7 is recommended. A patch enables installation on newer AMD chipsets such as 320, 350, X370, etc.
I notice the CPU struggles to match the GPU's performance because it's hovering around 95% utilization, while the GPU remains under 65%. This seems contradictory but makes sense given past behavior. I'm experiencing similar issues with my 1060—its graphics engine barely uses resources and causes very low frame rates. Even though I have a powerful rig and ample memory, it still feels like a bottleneck. Most of these problems seem puzzling to me, except for one: they started after updating the drives. After re-patching the old ones, the issue resolved in FurMark and some other titles, but not in PUGB or CSGO. I strongly suggest using another utility instead of relying on just one game. Also, disable any power-saving settings in both Windows and the UEFI.
