It depends on the specific settings you're referring to. If you mean adjusting performance or graphics, you might be able to run it at higher settings on a newer Xbox One compared to an older model. Otherwise, the differences would be minimal.

Avoid Forza 7 at the moment, as many are sharing reports of severe stuttering even on powerful machines, with even worse performance issues on less capable systems due to poor latency.

I notice numerous cases where it's paired with 1xCore to 100%,... Other instances (users "proving" it handles more) yet only display 2x Cores being active... (just one full load and then spread across the rest). I'd hold off until stuttering becomes noticeable before buying. TL;DR - Single-core speed matters for it to perform well... but probably manageable enough for most users.
