The system uses way less power when it's in BIOS mode. Hardware isn't working much until drivers get loaded, so the power draw is low back then. I'm not saying the PSU is broken here - maybe it could be - but don't blame it just because the computer turns on. Many problems only show up when things are under load.

IT WORKED! Finally, I figured out how to clean install Windows 11. I unplugged every single drive except my SSD and unplugged all my wires before turning on the computer. That was probably what made it work. Thanks so much to everyone who answered questions in this thread; you helped me in some way. I'll definitely look for a better power supply next holiday season!
