Turn on your PC, and it will reinitialize. Shutting it down causes a brief hibernation for faster booting. Make sure you're using Windows 10 version 1803.

Launch added to Windows 8. Only pauses essential Windows components and drivers, not the whole system. It doesn’t perform a complete hibernation. That’s why your reboots feel slower compared to shutting down or turning it back on.

I didn't install the latest update. I had many lagging and slow gameplay moments, so I went back to the 1709 release while hoping for an updated version beyond 1803 or 1809.

You can turn off fast boot—this also disables the hibernation start mode.
