It seems like it might be the old mechanical hard drive. You can verify that yourself. If it really is that, it’s probably fine. Probably you haven’t used an old computer before.

unplug the hard drive, power on the computer, if the sound is gone you have your confirmation it is just the hard drive. if the sound is not the hard drive, bin that thing and buy something newer on ebay for 30 bucks.
