You're experiencing smooth performance at 60 fps, with only minor dips around 57 FPS during intense moments. The balance between your 970 and 4790k seems to hold up well, which could be a plus if you're considering the i7.

Fallout 4 is experiencing significant optimization and performance problems right now. Suggestions include lowering tessellation to 16x since the default 64x is excessive, reducing godrays, turning off motion blur, and disabling AA.

I've been gaming for a while now and I'm seeing the spikes drop to 30-40 FPS. My GPU and CPU are both running below 70°C.

It should work fine on the temp part, right? I’m not sure how to assist you, but it seems like memory issues—like RAM or HDD problems—might be the cause. What do you think?

It's really late here, so someone else might be able to assist with our issue.

You might transfer the game to your SSD, though I question whether it will make a difference

It occurs with me too using an ancient i5-750 @ 4ghz and 280x. I assumed it was the CPU, but it turns out to be just a poorly optimized issue. It happens in Diamond city and on high towers (wide viewing distance). We should wait for the patch plus the AMD driver fix—man, that would be great!

Fallout 4 gives me a bad feeling. It lacks 4K and 21:9 options, plus no SLI support, and it runs sluggishly like an old console. How did they pull that off after the messed-up Rage launch in 2011? I’m thinking about trying it and saving it to my SSD. Maybe tomorrow?
