The recommended minimum for the Oculus Rift on their site is a GTX 1060. A 960 graphics card won’t suffice; you’ll need a better GPU. Your RAM looks okay and your CPU seems fine, so those shouldn’t be issues.

Everything works just fine except for your GPU. The 2GB RAM is really limiting your performance, and the 960 processor isn’t ideal for VR on its own. I suggest upgrading to something like a GTX 970, 1050Ti 4GB, or 1060 6GB—whichever you can find cheaply—these should handle an Oculus without major problems.

I owned a 4GB 1050 Ti and the manufacturer’s software indicated it wasn’t VR compatible. The 970 was originally Oculus’ baseline requirement.

I own Rift and tested it with a GTX 1050 2GB, well under the suggested specs and matching performance of the GTX 960. Certain titles such as Luckys Tale work but suffer from low frame rates around 40 FPS, which is playable though not ideal. Other games like Lone Echo are even worse.
