Try a different Ethernet cable. Ensure it has eight conductors. Connect your test computer to the switch supporting 100 Mbps. Disable Wi-Fi and limit connections to just one device.

Are you certain your ISP supplied a modem/router that functions as an Access-Point, Modem, or Switch? This setup might be limiting your ability to achieve maximum speeds.
