I attempted to turn on the PC manually, but it didn’t work. Replacing the CPU didn’t cause any damage or burn marks on the pins.

If no fan spins, the issue is likely simple. Try BIOS flashback and update your BIOS. Also, attempt booting with the lowest system settings—remove everything except the CPU, cooler, motherboard, and RAM stick. If that fails, check the motherboard, CPU, or power supply.

I just received a new motherboard, the ROG x670e-f. When I power it up, the motherboard lights on the IO and the RGB on the RAM come on. On the bottom of my CPU, I noticed some scruffing on the edges, and there are no fans turning on.
