Ryan 7800X3D with Fractal Lumen S28 and TUF X670E-plus is connected to Wi-Fi and has an X570 chipset. The system fails to power on when you press the power button. Some RGB lights work but not the QLED ones, and no fans or other components activate. Initially only the GPU was off, then everything failed. You mentioned doing an XMP profile in BIOS but don’t know what happened. The CMOS battery has been removed several times without fixing the issue. Possible causes include a faulty power supply or a damaged motherboard. Please seek further assistance.
This problem isn't limited to ASUS; MSI, Asrock, Gigabyte and others are affected too. ASUS's handling of the situation drew a lot of attention. The TUF X670E Plus WIFI isn't a low-quality board—it's actually a solid motherboard with excellent VRMs. I'm not sure where you got that information from. A basic BIOS update should fix the issue. I've tested the ASUS TUF B650 PLUS WIFI in 15 builds without any problems so far. Don't let people scare you with false information.
The issue has been resolved using the newest BIOS. Please follow the advice to avoid turning on EXPO until after flashing the latest BIOS. No fan spin indicates the CPU might not be properly seated. Consider reseating it.

If you're using the newest BIOS, it's improbable the Asus board would have activated the 7800X3D. Disregard the @Budget DIY advice. Try re-seating the CPU and, while doing so, remove the CMOS battery. Once you reinstall the CPU and cooler, the CMOS should also be cleared. Allow the motherboard to recalibrate the RAM, which may take a few minutes before you notice any improvement. (At least ensure the fan starts.)
