This suggestion from a Reddit thread could provide valuable insight, especially regarding possible issues with E cores.

Check the BIOS options for PCIe 3.0 settings. The 4080 won’t reach saturation on PCIe 4.0, and your NVMe remains at 3.0 regardless.

Checked my profile settings but didn’t find any feature for adjusting PCIe speeds or configuring core colors.

Adjust the E cores using the overclocking options. A screenshot from MSI forums shows how. Look for a BIOS update to possibly resolve the issue.

For E cores, you should disable the setting that controls color accuracy or display quality.

Per E-Core Control is activated, all E-cores are turned off. The system will only allow P-cores to run, which means many programs and older games may face problems. Even with CPU affinity set to just P-cores, E-cores can still be used. This setting will completely disable them before Windows even tries.

I'll start with the cores and log the frame times. If it stutters, I'll switch to Gen 3 and turn off ECOs, then try again with ECOs enabled. Let me know what happens.

This result uses XMP on Ecores. The process runs without XMP, and the data is collected via the Dubai non-interactive benchmark.
