I possess this setup... - The ROG Strix X570-E GAMING is connected via a 2060 to PCIEX16_1, while an AORUS NVMe Gen4 SSD of 1TB is installed on M2_2 (SOCKET3). When considering adding a 4-lane PCI-E SATA card to PCIEX16_3, the motherboard's chipset allows it without restricting PCIEX16_1's lane limit to 8. Yes, the expansion card won't impose that constraint.

They created a very confusing setup but essentially the two highest X16 slots can be used as X16 or split into X8 and X8 with both occupied. After that, the rest of the configuration becomes irrelevant since it's handled by the chipset. The point being discussed is that the third long slot shares space with the second X1 slot.

I see, X1_2 and X16_3 link to the chipset separately. You should use either X16_3 when running at x4 or X1_2 alone, not both simultaneously. X16_1 and 2 connect to the CPU and you can choose between 1x16 or 2x8 settings. The manual is quite confusing.

Yes, that's correct. The third slot and the x1_2 slot can accommodate up to four lanes together. So, if a device is connected to the x1_2 slot, the third slot would expand to three lanes.

i struggled a lot trying to grasp this idea. it seems the connection between x16_3 and x1_2 refers to how many lanes are needed—if each had something connected, then x1_2 would need one lane while x16_3 could use up to three? maybe i'm still getting it.

I wouldn't anticipate it handling three lanes, as I've only observed complete disabling of the slot or setting it to a single lane.
