It seems unclear what the problem is. I recommend using Linux formatting, though it might feel unusual at first. I’ve handled similar situations many times by working directly in Linux.

You can access Linux by connecting via USB to your Windows machine and using a USB drive or partition that contains the Linux installation media. Make sure the drive is formatted correctly for Linux. If you need help finding the right setup, let me know!
