Do you possess the device in a full-size SD slot with a write protection button? If not, examine the system event log for details. Launch Event Viewer and review it. You should find entries in Windows Logs > Application or Windows Logs > System, though you may need to search thoroughly.

Press Windows key + S to open Disk Management. Select your USB drive from the list, then right-click it and choose reformat. You can also use DiskPart, but Disk Management is simpler.

It appears the application is being accessed through another program. The drive isn't visible in "This PC." After reattempting on the SD card, it appeared in This PC. Then using the disk format tool as an admin revealed it's write-protected. Where can I locate Windows logs? Edited June 26, 2020 by Mr.Stork

Restart and attempt once more. It worked for me, though it may not solve your issue. Worth a shot.

I did it and it immediately opened to Pop-OS. Restarted and just before choosing the boot device, noticed the device name disappeared. I picked my SSD and went into Windows. When I used your Format software, it didn’t recognize the drive (see image). Not found anywhere on this PC. In Disk Management it shows as Raw storage, tried formatting but got “System can not find the file specified” (see image).
