I'm experiencing thermal throttling on my Intel Core i5 13600KF even during games like Overwatch that don't demand much power. I've updated to the latest BIOS (7D25vAL). A similar user fixed the issue by swapping in an LGA1700 contact frame, which already was present. I've added three more fans—two exhausts on top and one intake at the bottom—but it only reduced temps by a few degrees (2-3°C) and didn't resolve the overheating. The only workaround I found is setting the P-core frequency to 4.5GHz, which prevents throttling but still pushes temps up to 80-85°C during games, losing significant performance. I also adjusted the cooler's fan curve, but it didn't help much. My CPU stays around 45-60°C even when idle, which seems too high for my setup. I'm struggling to find a solution.

It isn't getting hotter, staying between 25 and 27 degrees Celsius because my area has a cooler climate.

What's more comfortable? Adjust the fan speed to full and observe any changes.

I'm using a Noctua NH-D15 chromax.black with just one fan installed because the other doesn't fit in my case. Adjusting the fan curve or keeping the speed at full power generally lowered the temperature, though it still causes the CPU to throttle under moderate loads (30-40%).

The cooler operates with half the required fans for proper performance.

You also successfully completed a complete retest in just five minutes while using the fan at full capacity.

I've adjusted the fan curve by setting it to 100% continuously and making all case fans operate at 100% as well, which has been very noisy. This approach eliminated the need for a complete retest since I've already experimented with it several times.

It doesn't require both fans to operate. I was unsure at first, but after checking, I saw others using just one fan with high-performance CPUs without issues. Also, Noctua offers the NH-D15S, which is essentially the standard NH-D15 but with a single fan.

Use HWinfo64 to check the CPU's power consumption.
