Observed that even at full usage it remains at 3.79MHz when using the stock Intel cooler, and switched thermal paste 3 days prior with Thermal Grizzly.

The 4GHz frequency is designed for single-core tasks only, and you won’t find 4GHz performance across all cores or full processor utilization. What temperatures are being recorded? What power consumption are you observing?

Is this happening while playing games? The maximum single-core turbo speed is 4.00 GHz, but it won't maintain that speed across all cores when under stress.

3.79 GHz is completely fine, especially since it's not from the 1980s. As @Electronics Wizardy mentioned, it won't reach such high speeds unless you're pushing a single-core, fully loaded system. Apologies for the awkward phrasing—I wrote it quicker than you expected.
