It's hard to say. Were you experiencing this problem with the 380X as well? You might want to try a fresh Windows installation to see what happens. Your CPU is relatively old, but it shouldn't be limiting performance or causing buffering issues.

Did you resolve the issue? I'm using the same processor without OC and GTX 1060 6GB with M.2. Still facing the same problems. Tried different GPU drivers but nothing works. Interestingly, my old PC had older RAM, an i7 2600K, same GPU, but it never had this issue. In most other games, performance improves, but FH5 is now unplayable.
