This PC has been running for about seven months, and I haven’t seen FPS drop below 200. Recently, I noticed some frame drops and the game isn’t performing as smoothly as before. I used MSI Afterburner during sessions and realized the GPU usage doesn’t reach high enough for dedicated FPS. My friend with an identical CPU, an RX 580, and 8GB RAM consistently achieves 200-300 FPS, while mine stays between 100-200 and sometimes below 100. It’s not just the game—even when I set it to unlimited FPS, it doesn’t help. Is there a way to instruct my GPU to prioritize a certain FPS?
My CPU usage is lower than the GPU, but it might be due to the Ryzen 5 2600 being a strong CPU. I could have played smoothly even with many background apps open, but now it happens even when everything is closed. Both of us run the game at the highest settings, and my memory is at 3000MHz.

I recently switched from an RX 580 to a 2070 Super. In certain games that performance doubled. For CS:GO it's average—around 1% minimum, then 0.1% on the newer models. The GPU has little impact there, which is why I focused on CPU questions. My CPU is similar to yours, an older model (R7 1700), but my benchmark runs at 4K as well.
