My GPU performance is low at 10 percent while CPU stays high at 100 percent during a game like Overwatch. The game runs at only 5 frames per second for a brief period, then stabilizes and my FPS returns to normal. I have an NVidia RTX 2070 with 16GB RAM, an i7-9700K processor, a 1TB SSD, and a 850W power supply. The CPU cooler is set to master mode with no overclocking enabled.
