Download GPU-Z, navigate to the Sensors section and scroll down to PerfCap Reason. Does it mention any reason other than Idle? I should confirm that. Maybe the user could update Task Manager to display per-core usage by right-clicking the graph and selecting logical processors.

the display doesn't capture the text clearly, but it shows the power total limit. this is constrained by temperature, GPU usage, voltage stability, and operating range. my cpu stays near 75% during games, dropping to about 60 when using ac.

Windows power plan is configured to High performance, located in Nvidia Control Panel under [Manage 3D Settings] on the Global tab. Adjust the power management mode to [Prefer max performance]. For Ryzen users, apply the corresponding power plan from Ryzen master.

Power plan is configured for Ryzen high performance. In the NVIDIA control panel, it’s set to maximum performance globally. Game mode is disabled, variable refresh rate is enabled, and hardware accelerated GPU is activated.
