Currently I receive just a single stick of 8GB for about 40 dollars. The issue is that I’m based in Serbia and can’t use platforms such as eBay, Amazon, or NewEgg.

I'd search for 3200 cl16. If it's not available in your budget, try cl18. You might want to reduce the timing to 16 or 17.

AMD suggests a baseline of 3000mhz, but the gap between 2933 and 3200 seems minimal. Probably just a small difference that isn't really noticeable, especially in tests. For me, higher RAM speeds above 3000mhz are mostly just hype or marketing fluff.
