Noticing the reduced Wi-Fi performance and your NIC already adjusting to 1Gbit, it seems likely a Windows-related software is restricting download speeds. Consider using a Linux USB drive as discussed earlier, or perform another Windows installation on a different disk or partition just to confirm. Also, try booting into safe mode for further troubleshooting.
