It looks like even after restarting your computer, the RAM usage remains unchanged. At startup, it reported 57% usage with roughly 8.4GB in use. That doesn’t seem typical.

I hadn’t mentioned anything about downloading. I asked him to download it and execute it to verify the CPU temperature, which it displays live.

They mention your information isn't important. He clearly has ram leakage issues, not thermal throttling.
