Unclear why and how to improve performance but your CPU lags (66% avg), GPU at 35%, GTX960m at 18% avg, RAM at 20.3% and 38.2% for DDR4. All others are below average except the graphics card. Any suggestions? Your Dell Xps 15 9550, confirmed on userbenchmark.com.

I turned on the Ultra High Performance setting. Would you consider reapplying thermal paste since I haven’t done that before? On XTU it shows 'therm,' but the Intel Extreme Tuning tool warns of thermal throttling.

You should examine your thermals first; if anything exceeds high 80s or 90s, consider trying that.
